We boast extensive knowledge and proven track record in managing LGU transactions and in leveraging a thorough grasp of local governance regulations and procedural nuances while navigating the regulatory complexities.
We are strategically located in Bonifacio Global City (BGC), a major central business district and financial hub, and with direct access to the most progressive LGUs in Metro Manila and the entire Philippines.
While we understand that LGUs may have their own regulations, and different businesses may have different compliance requirements, we ensure that all aspects of the transactions are addressed in a proactive, legal, and timely manner.
Once your company or business is duly registered with either the Department of Trade and Industry (DTI) or Securities and Exchange Commission (SEC), we can already proceed to the registrations with the local government units (LGUs) for the issuance of business permits and other clearances.
At the LGU level, we first need to secure a Barangay Business Permit or Clearance (together with business plate, if applicable) from the Barangay Hall with jurisdiction over your principal business address. Its purpose is to legalize the business operations with the respective barangay, the smallest political, territorial, and administrative unit.
Once the Barangay Business Permit or Clearance is secured, the application for another permit, the Mayor’s Permit or BPLO Business Permit, may already be filed with the Business Permit and Licensing Office (BPLO) of the respective city or municipality. This proves the payment of local business taxes and compliance with the city or municipal ordinances for safety, security, health, and sanitation.
Part of the application for the Mayor’s or Business Permit is securing various permits and clearances from the specific agencies or departments within the city or municipal government. These include the Locational Clearance and Zoning Certificate from the City or Municipal Planning and Development Office (CPDO), Fire Safety Inspection Certificate (FSIC) form the Bureau of Fire Protection (BFP), Sanitary and Occupational Health Permits, and City or Municipal Environment and Natural Resources (CENRO) Permit, among others.
A business permit, also called a Mayor’s Permit or BPLO Permit, is a government license issued to companies and business owners that authorizes the business operations within the city or municipal jurisdiction.
A business permit is required to legally operate the business within the barangay and city or municipal jurisdiction. It helps ensure that it pays the local business taxes and complies with local regulations, including zoning, health, safety, and environmental standards.
A Business Permit and Licensing Office (BPLO) is a special office or agency in every city or municipality created under Republic Act 11032, also known as the “Ease of Doing Business and Efficient Government Service Delivery Act of 2018.” It is primarily responsible for the processing of business applications, both new and renewal. Its mandate also includes planning, development, improvement, implementation, and evaluation policies and procedures governing applications and renewal of business permits.
All business entities, i.e., sole proprietorships and professionals, corporations, partnerships, cooperatives, and associations, require BPLO Registration. They must secure the Barangay Business Permit, Mayor’s Permit, and other clearances.
If the LGU discovers that a business is operating within their area without the Barangay and Mayor’s/Business Permit, the business may be prevented from operating until such time that it has obtained the permits, complied with the various requirements and paid any fines or penalties that might arise as a result of the violation.
The Barangay Business Permit, Mayor’s Permit, and other clearances normally expire on the last day of each calendar year, i.e., 31st of December. The renewals are processed from January 01 to January 20 of the following year, unless extensions apply. Read more about our Business Permit Renewal Service here.
Timelines vary depending on the LGU and the complexity of the application. From the barangay to the city or municipal BPLO, the entire process may take a few weeks to a couple of months. Fire safety and sanitary inspections also usually cause delays.
Fees vary depending on various factors, such as the City or Municipal Revenue Code, industry where the business is classified, and the inspections required. These may include the Barangay Business Permit fees (including business plate and documentary stamp), local business tax, inspection fees (e.g., building, fire safety, sanitary, etc.), environmental protection fees, garbage fees, plates and stickers, etc.
Of all the stages in company incorporation or business registration, securing the business permits from the barangay and city or municipal government is perhaps the most complex and complicated. Not only do the requirements and actual processes vary across the LGUs, but there are also various minor permits and clearances that must be processed and secured first before the final issuance of the permits. There are also inspections which can take months.
